Most of the universities are participants of the state Project 5-100, launched by the Ministry of Education and Science in accordance with the Decree of the President of Russia «On measures to implement state policy in the field of education and science»
16 Russian universities entered the QS World University Rankings 2021 which is compiled annually by the world’s largest international network of higher education Quacquarelli Symonds. 10 educational institutions represent Project 5-100 – a state initiative aimed at adapting Russian universities to international standards and integrating them into the international educational environment.
As it is noted in the release of the National Research University Higher School of Economics (HSE), the representation of Russian universities in the world top-100 of the QS subject and industry rankings has increased 16 times compared to 2013, when the Project 5-100 was launched. According to the press release of the HSE, the growth of Russian universities presence in the world top-100 rankings was mainly due to the participants of the Project 5-100, and its universities achieved their goals under the program for improving competitiveness.
The participating universities of the Project 5-100 managed to increase their presence to 16 universities. At the same time, 5 universities are classified in more than 10 subjects, seven universities – from 4 to 10, three universities – in one or two subjects.
Half of the participants of the Project 5-100, namely 10 universities, are in the top-100 of the ranking’s subjects and industries, which indicates that the program’s goals for improving competitiveness are accomplished. Participants of the 5-100 occupy 167 positions in the ranking, or 60% of all positions of Russian universities, and in the top-100, they occupy 25 positions, which is 46% of Russian positions in the top-100.
«This definitely indicates the success of the project – the government and universities have implemented the Decree of the President», said the Rector of the Higher School of Economics Yaroslav Kuzminov, referring to the Decree of the President of Russia of May 7, 2012 №599 «On measures to implement state policy in the field of education and science». «Instead of 5 universities in the top-100 of international rankings, we now have 10 universities that have achieved results».
Four indicators are used when compiling the QS subject rankings: academic reputation and reputation among employers, number of citations per publication, and the h-index (the Hirsch index), which takes into account the number of articles of the scientist, as well as the number of citations of these articles.
